Found this error on the goggles on this 2021 Tuskegee quarter. Am I correct and is it a die chip?

PM’s are for issues, technical and personal, but not for coin questions (refer to number 5 on this list). Nice find! Unfortunately minor die chips was common on coins and generally does not have premium above face value. But lovely thing to find in circulation.

Ebay sellers without authority to do so. We need standards in this hobby, people can't just go around naming their coins something special.

I agree. I've never tried to sell anything so if no one finds that same error does it mean that it won't be named until I post it?

No one has a right to give coins nicknames unless they're expert attributers. What you do with you coin has nothing to do with that either way, you coin is worth a quarter to $1 max.
