It weighs what a cent should.
Possible guesses:
1. Painted gray and weathered.
2. Missing copper plating.
3. Plated and weathered.
You have two different ones shown.

Re: 1983 D and 1995 D silver color penny
The 1983 not so great but the 1995 it looks so nice I even look at in the microscope looks so nice and no sign of chemical or what not . But I’m open for anybody opinions. I don’t really know about coin collecting , but when I was young I was intrigued on why the coin looks same but different colors so just collect it but never look into why they are different colors. I have save all kind of penny’s ,dimes, nickels , and quarters. Now I’m learning why they different I didn’t know they are so many different error. I’m amazed that there are a lot of people collect coins. I had a 1943 copper penny that my grandma gave me but unfortunately if was stolen
Now I know why someone would had interest on my coin.

One coin per topic or it's too confusing to help you. Modern cents are copper plated zinc planchets and these are zinc not silver. Artificially removed as well. So post mint damaged coins.
