What you are seeing is damage from circulation. Pareidolia at play also.
Common grading company shortcomings & resulting co$tly mi$take$ to collectors (using Kennedy No FG halves):

Look into how coins are minted. You will see it is impossible for what you say appears to be lettering on Lincoln to have happened at the mint.
You also need to take into consideration all of the contact marks on the coin already to understand the replies as well.
We (and other forums) have MANY (understatement) of this type of thing posted for our opinions. Our opinions are based upon living this hobby and, therefore, familiarity with real errors vs. simply damaged coins that someone coincidentally believes looks to have extra issues.
This is also experience telling you that if you sent this in for a grading company to see, you would get back a coin in a "body bag" with a note saying it is a damaged coin. Plus you will be out the money for the same advice we offer freely to you.
Please remember we are here to help. We have absolutely no monetary gain or loss in what we tell you.

Re: 1967 Lincoln Cent something new or not?
ok people now would this look like bag marks or to me there is doubling on LIBERTY , where the B was pressed Next to the E and it left a < (play) design on the planchet
now i dont no how else to put this. but that <... is pressed on , it is high like a device on the coin. like liberty for example is a device that is raised on the coin so is the PLAY < sign. so will this be regarded as a BAG mark or Damage ?
All opinions welcome

Tiny die chips and bag marks are common on coins and that is what you're seeing here.

I agree - die chip. Please research this. And yes, die chips can be any shape as they are random. Sometimes random produces something our eye perceives as a recognizable shape.
