Liberty bell and us map on Lincoln cent

Greetings Dan and Coin Help you Community. I was at the end of a box of pennies, and in the last roll I found this penny. It is a 1975 D mint marked Lincoln Cent with a Liberty Bell and contour drawing of the USA struck onto the Obverse, and it also has some type of material layered on the reverse with a clear circle in the middle without the material. I have attached pics of both sides. Has anyone else ever seen this before? Is it related to the Bicentennial celebration? Thanks in advance.

This is a promotional giveaway with post mint Counterstamp's on the obverse that was glued to a paper/cardboard stock for that giveaway

Thanks for responding Paul! That is very interesting indeed. Is this a Mint promotion, or Postal Service promotion, or both? Would you think there is any value without the stamp affixed to it?

I have no idea what promotion this was from.
I'm sure if you look around long enough you'll probably find it…
