1985 D Dime? Reverse Questions

Is this an example of doubling? Looks very thick on the reverse side. But I did not see it listed on Wexler's site. Odd looking coin. Also a mark near the forehead that is odd on the obverse.

The coin appears to be from a late die state. I see die deterioration doubling. No added value. The mark on the forehead is a small die chip. This also brings no added value.
