Maybe... Do you see doubled face? Coin have two reliefs of face.

This is damaged plus a case of pareidolia.

I just found the same exact coin. 1986 P Roosevelt dime. This caustic come from the mint?

No, it did not come from the mint, post mint damage.

No. Nothing at the mint or in the minting process can produce a coin like this. It is post mint damage. Watch these videos to see how coins are made so you can see nothing like this can come from the mint.
