I came across a 1988 D Lincoln penny while going through some rolls that I picked up from my bank. So I checked to see if it was possible a transitional 88 with reverse of 89.
The first thing I always check is the designer’s initials to see if it has the flared G and I was a little confused because there are no designer’s initials on this 1988 D Lincoln penny. Is that normal?
Need help. 1988 D Lincoln penny missing designer’st initials

No it is not normal but before it can be worth anything is would need to be submitted and authenticated as no FG. It can't have any remnants at all, as in no bumps or anything.

This coin appears to be a later die state...
...... this may be possible "Die Plugging", but I would need to see it firsthand to give you 100% here
