1991 D/D?

I'm not sure if I am seeing things here (If I am, my wife might have to increase my medication). lol: I have checked the main sites and none of them mention a 1991 D/D. I am somewhat certain that this coin is a D/D as it doesn’t look like Die deterioration to me.

The US Mint stopped hand punching mint marks in 1990 so there's no repunched mint mark for 1991 and this would be plating disturbances caused by die wear or plating blister.
