keep in mind, this is a attribution based upon images alone....
what i hugeeyes :
the 'lines', as m stated, are congruent from obverse to reverse
these 'lines' are visible 'up on' the major devices
so, with those two things, i would rule out any "die polishing" or "feeder finger" die scraping....
leaving me to believe that the 'pre-strike' planchet was impaired with these lines.
with the process that a raw planchet undergoes prior to the 'hit' in the press, some mechanical operation of it's journey, imparted these 'lines' into/upon the blank. with the 'straightness' of these lines, it may well be a 'conveyor issue' ??
as for the 'color'....if you look up behind the head on the obverse at K2, does it appear to have some residual cladding spots, where they look like un-evenly shaped 'splotches' ??
as this may be a coin that was soaked, or sat in something to discolor it....or erode the cladding

The thing is; if the lines are not raised then it would not be mechanical mint damage, and would be something wrong with the alloy mix and that alone could result in the color being "different". I would like to know more about this coin myself.

are these "heavier", or more noticeable 'lines' you see, "RAISED" up off the surface ... ?

It looks like a circulated coin with circulation issues which is considered post mint damage and doesn't add any value.
