I am not a British Penny expert. But I did search the internet to try to find known error varieties of this coin (a good thing to learn to do for finding immediate coin immediate answers) . I found no reference to an error for this specific coin/date.
Thus we are left with this being caused by a very common problem in the minting process that is not collectable since it happens all the time and to random design elements:
Please go to err-ref.com and search for "grease filled die" to find how this typically happens.
As said, normally it brings no extra value. Something like yours might grab someone's interest to put out a couple dollars, but since its not a legitimate collectable mint error, don't expect too much. But its fun to find!
