2009 Lincoln Cent ERROR??

Is this a Double Die Error on the reverse of coin that is shown in first photo between the arrows?
The other photos show the reverse and obverse of the coin.
Thanks for any help.

For DDOs, DDRs, and RPMs, try to match any coin in hand with the lists and pics at the following:

Immediate Answers - How to find your Doubled Die or RPM online

If you do not find it there using this easy method, then you most likely have a damaged coin or other issues like (non collectable) machine doubling, die deterioration doubling, etc. (look these up at error-ref.com)

May I ask, what "Device" are you seeing that is doubled?
