1968 mint set with S-less penny

I recently came into possession of a large number of mint sets. I've done a fair amount of research into their values and have a good idea now of how much they're worth. However, I have 2 1968 mint sets. Each contain the same coins in the Denver cellophane but on the Philadelphia/San Francisco side, one cellophane has a penny with an S and one with no mint mark (philadelphia) and one has 2 pennies with no mint mark (both philadelphia?) I've searched pretty extensively and can't find any info online about a 1968 mint set with 2 S-less pennies. I know there are some rare 1968 sets with an S-less dime but has anyone heard of a set with an S-less penny? Thanks!

edit: Added pictures of apparent error 68 pennies with no mint marks, normal 1968 mint set pennies with one S and one no mark, and the envelope the error set came in.

Mint sets have packing errors like this so it's actually common, but they don't pack them at the mint and it's not a mint error. 1968 S proof sets, on the other hand, all have the same mint mark and S, so that is why the dime is worth so much without an S, but it must be a proof.
Mint sets contain coins without mint marks, Philadelphia didn't put mint marks on MS coins until 1979 and 1980, except the war nickels from 1942 to 1945.

For future reference, you may want to research the meaning of the
"Color-Coded Band" on the edge of the cellophane.
