It doesn't matter what mint mark it is, there's not difference in value or rarity because it's a P and if it was a D it's the same difference.

It wasn't changed, you have something confused, this is a P, it wasn't changed, it is normal.

The 1981-P Quarter is so worn, it looked like it was changed, I've seen a few 'P' Quarters having the similar look to this specimen . . .

Found a 1926 Wheat Penny, 1966 90% Silver Canadian Quarter for Christmas 2020, & a 2000-S Clad Proof Roosevelt Dime as well!
All these coins I've found were in Circulation!
