This is interesting. A wild speculation, but given it's a Philly mint and first year of issue, could it be a reverse die made from a hub that was used in the final development of the design and still showing traces of the adjusted details?

This is very interesting indeed. I going on a limb here Paul and going to say Die Deterioration Doubling . I may be wrong as sometimes I am . Yes , DDD is my final answer . Boy, can't wait for this one .

While we await Daniel’s scrutiny, do you mind if I chime in?
The V.D.B. tells me this is one of the very first issues of a new issue, first week, I believe. My experience with numismatics is pitiful, not so in matters of manufacturing research and development. Paul, I’ve seen you – on the forum -- first study for yourself and then teach the owner about a coin by the exercise of superimposing a transparent reverse over an opaque obverse in order to assess alignment. In this coin I see (DOESN’T mean it’s there!) workmen wanting to improve their work and superimposing their improvement over an earlier version for purposes of study.
I’ve got a fair supply of ’09 V.D.B.’s. I’ll enjoy a future project of checking to see if all the wheat stalks on all the samples are the same length.
