1968 S Nickel with a full Steps?

Hi! I am a complete novice when it comes to coin collecting, but I would like to know if anyone would consider this 1969 S nickel as having full steps? Also, I would like to know if this is a proof coin? I am not sure how to tell. Thank you so much in advance.

IMO .... these hugeeyes 'full steps' from these images

..... & without having it "in hand" .... an 'impaired proof' ?
