I have a question about grading Jefferson Nickels. If you have a Jefferson Nickel which you can tell that it is a circulated coin, at the same time it has (with out Doubt) Full steps. The main question I have is, If they give it a Full Steps (FS) what is the possible minimum grade they might give it?

Based on quick research on PCGS it appears 60 is lowest in pop report.depending on year looks like you need a 64 (certain years and 65 and over on others) just to cover grading costs.
Also I guess as to why you wants low end coin graded is a factor as well.
