On any coin, how much of a rotation is required between the Obverse and Reverse before the coin can be considered as a error/variety? The 2nd question I have; is there a place someone can go to find out what the key dates or semi-key dates are for different coin series?

PM’s are for issues, technical and personal, but not for coin questions (refer to number 5 on this list). generaly 20-30 degrees before it gains a premium
as Earle42 showed, just a search for key dates plus the coin type will bring up the lists for you :D
