I'm sorry to tell you that this is Post Mint Damage . What you seeing is the ZINC layer . 97.5 percent zinc and 2.5 percent copper (copper-plated zinc).

I would guess that the coin was put in a very shallow acid solution to dissolve the copper plating. Post mint damage.
