Which one of these considered a full steps

The answers would really help

You have to know that FS is 5 and 6 as labeled by NGC, but PCGS just uses FS. Watch my video on this and it might help you better https://youtu.be/Wjl5GE3VMog

Thank you mr Daniel , I already watched the video and actually know the definition of full steps by pcgs but as you can see based on pcgs website none of the images above should consider as a full steps but here it is three different coins with the same steps (not the same grade ) and two of got full steps and one doesn’t and to my knowledge getting those designations by pcgs only and only depends on who submitted the coin and you can clearly see that by just checking the website and compare some coins. I think they just ...I don’t know, someone correct me if I’m wrong
