The focus is good for being hand held.
Even lighting with multiple sources will help. I mentioned this, and posted the link since in the last photo you posted there are shadows or dark areas across the face of the coin.

Welcome to the forum. We are glad you are here :D THis looks like a linear plating blister. Look that up at error-ref.com for a good explanation. Would this coin finance some more coin hunting? I think I am allowed to post the photo, cause it doesn’t say I can’t. But they ask. I am not trying to get kicked off, if I am wrong sorry I’m advance. The reason I don’t think it’s just damage is cause how perfect the line is from on the D. And the faded part in the back. Maybe error isn’t the rig...

As requested, here is another photo; I tried to make the lighting as uniform as I could - though feel free to give me advice on what I can do better! The differences in the rest of the rim (discussed in the messages above) are just shadows, I don't see any anomalies on this coin aside from the 12 o...

Silver proofs were made for this year but they would have an S mintmark, wouldn't they? Correct. This looks like another one of the plated examples we see posted here from time to time. Try lighting it uniformly and posting more pictures. The shadows are making it hard to see. I went back and looked at the first picture you posted and admit the area looks different to me in that first picture than it does in the closeup.

I agree with the idea of using something verifiable for grading. And basing the system upon already graded coins therefore includes the human opinion.
