You didn’t post according to our rules. You’re asking a question that can’t be answered using images alone. If you have to ask then you don’t know enough about grading and the coin grading aspect of this hobby to submit coins for grading.

It weighs a little light but it is obviously a 40% silver so it's not a wrong planchet, the foreign planchets are not 40% silver like the Kennedy halves.

His coin wasn't dinged for the toning, the coin has more marks then he thought. You must hold the coin at various angles, turning it and in florescent lighting with 10x loupe.

All of this is commonly found on coins, the better the condition the more obvious they are because they haven’t worn off the coin from circulation.

I do not seeing any doubled die in these images. It's not an SMS, they did not have mint marks and wasn't minted in 1970 either way.

Read and follow the guidelines on the grading services website, that's the best course of action. I do not rinse coins, although if in mint cello or vinyl packaging I might dip in acetone to remove any potential contaminants.

Problem is, nothing we say here matters in the least, it's what PCGS says or NGC. We can't help you with this, even with the best images. Cause no one can guarantee what PCGS will decide.
