It is common to find misaligned dies with type coins like this. As well as darker examples, it could be micro-pitting but would have to examine in hand. It's a nice example either way.

Seeing as the cavity has been darkened over time with circulation, this appears to have happened a long time ago. The corresponding bump on the REV is telling me your tack theory is the most likely.

The third pic down shows the date pretty well. It appears the shank of the 7 (flattened) and the S mint mark took a hit that altered them.
