According to NGC...These are not graded coins, they are sample slabs given out to promote the grading service and the FA 00 is a meaningless code.

The coin is very worn and difficult to identify, but IMO if genuine, it appears to be an early French Denier (a.k.a. Silver Penny) vs. a Shekel.
