Looks like Plating Blisters .

No RPM after 1989, this is a plating issue.

Looks normal for this year .

Just Machine Doubling . . . I have one specimen (Currently resides in Missouri) that is COMPLETELY Machine Doubled . . .

The rollers that are referenced here are the rollers that pull the planchet material into the planchet punch, the rollers might have something on them and they impart this to the planchet in a random application before it is Die Pun...

Just die deterioration, look for WAMS and CAMS on the dates listed with these reverses, don't look for other dates because you're getting confused.

It’s struck through but too common for extra value.

This is not a RPM.
the U.S. mint stopped hand punching MM's after 1989, so no RPM's after 1989.

Post Mint Damage to the ear. The reverse shows a small "Die crack" along the rim near FG.

It’s a contact mark from the edge of another coin.
