Maybe someone from there historical dept might know. I once contacted a famous button company for an old button I found metal detecting and the guy knew the date and where was made, lol . Good luck !

Cleaning Dug Coins
Here is some great tips for restoring / protecting those dug coins and Metal objects . (1) Only soak Silver Coins In Palmolive overnight, check , repeat if necessary / rinse . Forget about that Electroplating . It doesn't work well. 2) Copper Coins Soak same as Silver , try not to rub either . Apply...

Looks like Mechanical doubling .The height of the second Letters/ numbers have to be the same height as the main numbers/letters. Not "shelf-like ". Check this site out :
