I'm thinking it is possibly a planchet error or like Paul said, a possible lamination issue. Either way, I think you are on the right course with your thinking.

I see the possible delamination but it's not struck thru that is post mint damage and why it effected both sides, that doesn't happen during the strike.

Very difficult to tell from the pictures. Is the line going across the Indian's face a raised "strip" along its length, or is it a micro canyon with its sides raised above the coin's surface?

I don't recommend using a microscope and I would only look for known varieties starting out.
