I'm thinking it is possibly a planchet error or like Paul said, a possible lamination issue. Either way, I think you are on the right course with your thinking.

I see the possible delamination but it's not struck thru that is post mint damage and why it effected both sides, that doesn't happen during the strike.

There was a foreign substance on the surface that prevented the area underneath from toning....
And now that substance has been removed

Very difficult to tell from the pictures. Is the line going across the Indian's face a raised "strip" along its length, or is it a micro canyon with its sides raised above the coin's surface?

This is scratched, cut marks into the coin and is damage but not a strike through.

Coin is not an error, scratches are not errors. People listing coins like this are frauds are have no clue about the minting process at all.

The location of this die crack is very common throughout the Washington Quarter series

Paul is correct very common to see die cracks in this area.

...... I do see machine doubling in the lower half dollar of image #2 that you have posted.

I am not seeing anything but MD is common.

I don't recommend using a microscope and I would only look for known varieties starting out.
