Coins with heads-heads or tails-tails were never produced by the US Mint as business strikes. Only certain patterns were produced with a heads-heads or dual obverse designs on front and back of coin. All business strikes with two heads or tails are damaged coins and created outside of the mint.
Note: Look for a seam around the rim or on the edge were the two coin obverse or reverses, of the same design, were combined.
