The value for most $20 Liberty Head With Motto doubled eagles is determined by the gold market, grade, condition, eye appeal, but mostly by the rarity and survival rate of the date and mint. Many gold coins were hoarded, lost during circulation, and melted so mintages are just a reference point for their original numbers, and has less bearing on how many actually survive today.

As you can see the MS63 values for common coins has a price range ($1,500 to $1,700) and the $1,500 would be for coins that are low end MS63 and the $1,700 for the high end MS63.
