Error or post mintage damage?

hey everyone, trying to get a feel on this quarter. Its risen on both sides and makes a diffrent sound then other quarters when dropped on coins. Anyone have an idea?

Is the area in question "Raised" on both the front and back?

Yes its raised on both sides in diffrent areas.

I do not see this as a minting issue....

This appears to be a "Foreign Substance" upon the surface of the coin....JMO

The coin has been subjected to high heat then cleaned.
