Hi ,
Its hard for me to get a handle on the nuances of grading gold coins. I have two five dollar gold coins (1900, and 1901) - one is slabbed and one is not. I'm curious: is the one that was not graded in better condition than the one that is graded? If so, why/how? if not, why not? I realize these might not be the best photos, so I can try again if that would help.
The 1901 five dollar coin was rated by NGC at MS 61, for what its worth.

No the ungraded coin is cleaned and it's easy to see it is missing the luster that the graded coin has.
