lincoln memorial 1975s cut throat?

Hello all... my name is Bob and am new to coin roll hunting. Ive started a little over a month ago and have come across some great coins for my collection. I have found this 1975s proof cent and know nothing about it and would love some knowledge of this coin. i have looked over and over this coin thinking it is just a damaged coin, but looking more at it i dont see evidence of being scratched it looks like the die had something wrong maybe. please help me on this. Daniel if you see this i have learned a lot on all your videos and i thank you for everything. Thank you and hope someone knows what i should do with this coin.

Up close it looks like a scratch, a sharp tool going across the coin with cause raised areas on each side of the scratch.
