Could this have happened in the minting process??

What could have happened to this quarter to end up like This?? One sides jus fine an the other side looks like craters, not scratched but craters like on the moon for example..
Any info on what could have done This??

If you lay a coin face down on concrete and pound it with a rubber mallet, one side will look like this and other other side will look normal.
