Can you tell if the lighter colored lines are raised?
(First inclination is to think it is some kind of discoloration or odd toning.)

The dark brown area above the cheek (between the ear and eye) makes me think they were there prior to the strike because the eyebrow doesn't seem affected. So maybe it is an odd form of roller lines from rolling out the metal into sheets.

Looks like a material with these designs was on the coin and toned it this way. It looks like odd toning which isn't a mint error.

I have not seen this before.
Expanding your image, it looks as if the 'discoloration' runs right up to the edge of the center device, and continues on the device from the field. I cannot tell if this is on the surface, or part of the metal itself...

I believe it is part of the metal. The stripes near the nose and behind the head looks like there is a height difference especially the darker stripe just above the nose tip (the part where Paul expanded). It gets weaker in the field area.

Paul is right in that the stripes do follow through the device's up and down(into the ear, hair, etc), going into the field, and all the way to the rim.

The stripes also go under the "U", "R", "8". I assume the higher surface area on those devices got worn out from circulation while the stripes are protected in those crevices. (I've attached a couple more pictures. This is the best I can do with my microsope)

My first thought is this cent spent some time on top of a book on a shelf resulting in the pages toning this.

But wouldn't the toning only affect the raised areas of the design that might have come into contact with the pages?

EDIT: Lulcoins, Can you provide and image of the reverse of the coin please? Thanks in advance.

Paper or cloth would follow or lay against the contours of a surface.

I need to see the reverse.

:eureka:
The only 'material' I can think of that would cause this is "corduroy".
