Then why does it have the die scratch from the r in liberty to Lincoln's shoulder and the polishing marks on the reverse in the bays

If it doesn't have the doubled die letters and numbers then it is not the doubled die. Die markers are on all coins but it must be doubled. People make this mistake thinking a coin with similar die marks must be the doubled die, but you got to have the doubled as well.
