Should this ASE be a MS70? Part 2

Hi all. I thoroughly went over my 2016 ASE Early Release and graded by NGC as MS70. It looks like NGC did not also do a good job in grading this particular coin. At the obverse, the rim area between 7:00 to 9:00 o'clock were found to have chipped rim in 3 different areas.The field below the "I" of LIBERTY have holes near the rim. Date is doubled. On the reverse letters of the motto are not solid and crisp. One of the talons of left leg is chipped. Both sides of the banner are also chipped. Hairlines on the left field between the stars and left wing. Ball like formation on the lower lips of Liberty. Chin and nose are doubled.

NGC claims that in their 32 years of existence they have graded more than 42 million coins. That makes approximately 3,595 gradings a day at 24/365. It may be possible they can do but sadly maybe at the expense of quality. I verified this coin in the NGC website and they even have he details and picture of it.

Is there any chance NGC will change the coin (one on one) with a really MS70? Your suggestions will be a great help. Thank you.

I believe their policy is to offer a credit for the cost of slabbing the coin, which may not get back all the cost differential.
