Lincoln Cent No Date Shield Smooth With Lines. Is It a Mint Error?

Has anyone seen this before? It's very smooth on the obverse side and feels normal on the reverse. It's very uniformed in appearance. Thanks for any help

Based on the lines on the obverse, I'd say this has seen a wire wheel in an attempt to remove the copper.

I agree with Mark it is damaged badly to remove the copper plating.
