PM’s are for issues, technical and personal, but not for coin questions (refer to number 5 on this list). In my own opinion, I am going to say Post Mint Damage. I can see scratches/Striation marks where whom ever tried to remove the details

Since the rim seems normal, I will venture to say the die was plugged with grease (from the die being polished).
I do not believe it could have been flattened from impact b/c the OBV would show corresponding marks as well.
