1999 is it an error coin?
I found a 1999 Lincoln cent silver in color checke for usual alterations but found no signs.

The surfaces were chemically altered to look silver.

Someone artificially removed the copper plating and what you're seeing is the zinc planchet. Looks like someone has scratched it as well.

I scratched it when I was freeing it up from between two steel plates.

I wasn’t sure couldn’t find much on it. There where a few sites that said if it was altered it would have bubbling and features would be faint. I know that someone here would know.
