Error or damage?

I have another specimen for review here. The "y" in "liberty" is all munched up looking while all the other text on the coin appears normal. Not sure if it came from the mint this way or if it's damage. You be the judge. It's a 1959 D.

This happened by a well placed contact mark and then was worn in circulation to smooth it over.
