1995 Washington Quarter No Rims Worn Looking

I'm a novice in the coin collecting game and I'm too chicken to go to have my coins looked at so im seeking help here. Sooooo I really want to understand my most recent find (and current favorite) could anybody help me? Its an unknown date d mint washinton quarter. Oh and It weighs 5.4. It came in a bank roll with the silver quarter actually.

The image with my grosslooking grimy fingers is of a 1954 silver washington quarter(left) the quarter in question(middle) and a regular old 1996 washington quarter(right).

Any and all.comments and questions et cetera will be greatly appreciated. Thanks y'all.

since we know the proper weight is 5.67g, & the 'reeding' is missing, it hugeeyes's like this (1995?) quarter was "sanded down" ..... JMO

I agree this coin has been worn down and someone did this on purpose and it has worn even more from circulation. So this would not be a mint error but I can see how odd it would be to find in a roll of normal coins.
