1964 Quarter Error???

Hi! So, I stumbled upon a quarter that was very odd. I don't know if it was made as a mint error or if it was glued together. I know it sounds silly but if you happen to know anything about it I would greatly appreciate it! I attached the pictures of the quarter!

hmmm,.....these can be tough,... from pics,.....so here are my thoughts:

this looks like someones attempt to "MAKE" something here,..... most likely a piece of jewelry ... possibly .. :dunno

i hugeeyes the quarter mounted on what we'll call the 'top',....& the 'smooth' plate underneath has a 'ever-so-slight' design pattern remnant on the reverse that was a 'deep enough device' after it was shaved/sanded down to still show an itty bit. i can't really hugeeyes the OBV K1(ish) area well enough to tell if it's 'melted', or some sort of 'adhesive',... :dunno

SO, what i think we have here is someones 'project',....that was never finished..... :dunno

you will hugeeyes quite a few "love tokens" that are un-finished these days. they are a 'single coin' with a 'smooth' reverse, & not 'engraved yet'.

i hugeeyes these pop up for sale often as "ONE SIDED STRIKES" (which does not happen, beyond "caps"),.....& people buy them as "RARE ERRORS" because they just do not know any better,....... :s
