What would be the first thing to look for to determine an actual copper planchet? Since it would be similar in appearance to a "normal" 1983. Thanks.

You have to weigh it if you can't tell by dropping the coin on wood since copper planchets have a different sound than zinc plated copper.

I weigh all 83s and 82s to determine comp. The Zincs weigh 2.5 and the coppers weigh 3.1/3.2 on my scale. I have weighed a lot of 83s. They are rare indeed. I just keep hoping!!!

Does any one here use the "coin separators" to search through rolls of pennies for pre 1983 copper cents? That would be one way to eliminate the zinc planchets. Then the hunt would be on for a 1983 in the pile of "copper" pennies! widegrin (To reduce the error rate of possible missed copper, a second run through the separator would pick up missed copper in the zinc pile.)
I'm guessing there could be more 1983 coppers in those massive hoards of pennies people are saving while they wait for the laws to change to allow melting of copper coins.
Oh no, now I'll have nightmares about someone cashing in his buckets of pre-"83 pennies and watching a copper 1983 go into the furnace!!!!! hugeeyes

I have found a 1983 plain penny, it weighs 0.3 grams, could it be worth anything? I am new to this :)

The coin needs to weigh 3.11 grams which would make it a copper planchet. 1983 up to now is supposed to be copper plated zinc planchets and they weigh around 2.5 grams.
