I have this 1983 D penny that I'm not sure about. The mint mark is engraved not embossed and the "I" in. Pluribus is a little off and there are other cracks and marks that look odd to me.
Could anyone tell me if this is some sort of error or just wear or damage from use.

This isn't a mint error but what some call zinc "rot". Often this will happen around the mint mark if any of the zinc is exposed from the strike and begins to oxidize. The other marks are damage after the mint from poor handling and maybe laying on a sidewalk.

THIS IS EXACTLY WHAT YOU SHOULD BE DOING TO 'LEARN/IDENTIFY' THE ? YOU ARE ASKING ABOUT.
"HINT" = Unless the coin is a "HIGH VALUE VARIETY/KEY DATE/LOW POPULATION", concentrate your efforts on HIGHER GRADE SPECIMENS.
Now that you have seen it first hand, "How much would you pay for it?"
