I found one of those before, (And I'm in Oklahoma too!)
These $2 bills have been printing since 1976, but they always have a low printage number & are easliy taken out of circulation because they are either oddities or because on how rare they are . . .

Anytime you want these, go to a bank and ask. They generally have them.
Though rarely seen/used in circulation, these are common. For some reason Americans have never seemed to like or use the $2.00 much (despite the Hank Williams Sr. song...dating myself) so when one pops up people are surprised. Typically unless a $2.00 bill is one with the older red seals, these are spendable.
What you are calling overprint is, I believe, wet ink transfer from the sheets not being quite dry when stacked right after printing. Unless the image is very prominent, there typically is not a market for them.

If you are planning on taking a cruise… Bring a big stack of these along with you!
As most cruise packages include items that you will purchase on the ship, "Tipping" is a common practice.
If you hand them a $2 bill, they will never forget you!....... as they usually receive a $1 tip, you just doubled it.
