1943 copper core penny with steel coating chipping off

Not a shaved 48 and not a copper coated steel. It is copper underneath a steel coating. Fairly good shape. Not graded. Perhaps a transitional penny after the all coppers and before the all steels. Odd dimpling on the reverse. Obvious signs of copper under the steel. Please advise me. Thank you for your time.

It looks like rust not copper. Weigh the coin and do the magnet test. No coins plated with steel.

Jim - you sure someone had tried copper coat this coin. The rim at 7 o’clock on the obverse looks a little like a connection spot for electrolyzing. Thing is copper from the most common types of solutions (e.g., copper nitrate) won’t stick to a steel surface without an intermediate metal adhesion layer (e.g., nickel) or from expensive and toxic copper salts (like copper cyanide). A failed attempt at electroplating might explain the very symmetrical pockmarks on the reverse. Just a thought.
