1993 rim breaks, lincoln cent
I know that there is an issue with the rim, but having difficulty finding the correct resource to name it. Strike error, or planchet error? finning?
also, the facial scratching is post mint issue. not the obvious issue which is the rim.
I'm just not well enough aware of the terminology to know what is going on here. Any guidance available?

When you can't find an example on error-ref.com or any other reputable site then 99.9% of the time the coin is damaged and in this case the rim in damaged on this coin. So not a mint error.

I agree with Daniel here...
It appears to have a little cupping of the metal near the K 12 – 1 area, and this metal is missing due to circulation damage.

Thanks Daniel and Pahl1 for your replies. I was not able to search on error-ref.com because I was unsure what to call it. Was "rim breaks" an appropriate description, and if not, what descriptor would you use? If I understand you right, Pahl1, you would call a break like this on the rim "cupping"?

I referred to the edge of the coin where the metal is pushed over, "cupping", as to what I could see in your image.
This pushed over metal looks as if it has chipped or broken off, from circulation damage.

This is damage and not called anything but damage to the rim so it's not a mint error. It would be better if this was raised as in a CUD, but this is missing and damaged.
