I apologize for not being smart enough to tell the difference, but to me it looks like a mint error, because I can't see how could damage was done in circulation.

With a sharp edge or power tool. Similar to this coin I found but is post mint damage.

Welcome and it boils down to experience with the minting procedures and techniques used. It doesn't seem possible some one would intentionally damage a cent but curiosity and boredom are a driving "creative" force.
