PM’s are for issues, technical and personal, but not for coin questions (refer to number 5 on this list). The reverse appears to have something on it like "clay" or "putty" and another penny was impressed into that "clay".
The reverse now looks like a brockage, but there are two problems with that:
1. The clean side would be a normal reverse or a reverse pressed over a weak obverse, and
2. You wouldn't see the copper rim poking up around the edges of the "clay" on the reverse.
