Possible 1989 Washington Quarter Error?

Hello everyone! I was looking through some of my Washington Quarters and I came across a 1989 quarter. And I believe this is an error coin, but I'm not 100% sure. Hopefully you'll be able to tell me if it is through the pictures.

P.S. The error I think occurred was the rims being a little too bulky.
